This all happened only after the latest bios update (8CPN53WW). When the battery is below 21%, regardless of the power setting and if it is plugged in or not, the cpu constantly stays at 0.38 ghz, making the computer unusable. I am sure this is not due to temperatures, because it happens when the computer is cold. If you search on google about "ryzen 0.83 ghz" or something of that nature, you will see that other people have that problem too and suggest to update the bios and the firmware. Has lenovo published a new bios update that would fix that(Vantage and windows updates say no new updates)? How would I go fixing this problem?

Hello and thanks for the reply. The page that you have sent me is for the intel CPU and I have the amd ryzen one. I have the latest bios 8PCN53WW according to your website

Were you able to recreate this issue on another OS (say an Ubuntu Live USB) to isolate if this is a Windows issue?
Searching "ryzen 0.83 ghz" gives a suggestion to update the firmware under Device Manager > Firmware > System Firmware (right click > Update Driver). Were you able to do this as well?
If you already tried the steps above then this is likely a BIOS bug. You can try rolling back to the previous version of the BIOS (link below) until a new BIOS is release.
Ensure Secure Boot is Disabled & BIOS Flash Back option is Enabled (see attached) before rolling back to older version of the BIOS

I didn't try it, although people on the internet say that it happens on ubuntu too, but in a different way(link to another forum).
I did try to update the firmware but no new firmware was available. I believe too and will try the bios rollback if the problem persists, although now I just let the computer discharge up to 20%. Thank you for helping me!

I have same problems on ubuntu 19.04,
my clock speed all time locked on 399 mhz
and the system performance is terribly slow

I have the same issue !! My bios is 8PCN53WW also.
However this issue didn't appear after the bios update, but suddenly today !
And my processor is ALWAYS stuck at 18% (0.4 GHz), even if my battery is full !

I found the problem!
When the laptop is discharged less than 20% and we connect the charging, the frequency is blocked at the 0.4Ghz.
Even if the laptop is 100% charged, the frequency still blocked at the 0.4Ghz.
To solve this problem, you need to disconnect the charger from the laptop and connect again
