Ideapad 700 15isk slow fan speed

My IdeaPad 700 had a fan speed problem of which it kept in idling speed when the computer is getting hot

resulting in a burning hot upper keyboard section and thermal throttling (CPU temp. up to 95 degrees)
can I change the fan settings in bios or other ways to make the fans spin faster (like the extreme cooling on my friend's Y700)? 

as I do many video editing on this computer and this bothers me a lot

I don't mind the fan noise as I always plugged my headphones

Changing the fan speed either by third party software or BIOS won't work. It must be a fan problem. Usually fans should start spinning as your laptop heats up.

Probably your fan is not working as it was before. Better send yout laptop to the sevice center and use your warranty when possible or you risk frying your motherboard with wear and tear.
