I am having problems with using blutooth headphones with my laptop. the first thing I noticed was that I don't get sound from them when the master volume in my laptop is less than 6%, it still works if the individual program volume is <6%, or if the sound is very quite, just not when the master volume is <6%. All bluetooth and sound drivers are up to date.
Trouble shooting steps I've tried
Other bluetooth headphones (same issue)
Booting from a Ubuntu USB stick (same issue)
I am also having a problem where the volume for my headphones defaults to 70-80% when I first boot up my computer, and another where If I disconnect my headphones and then reconnect them, the volume level sounds like 70-80%, but is shown as what it was before I disconected them
Any help would be apreaciated.

Welcome to the Community Forums.
Does this issue happen also in Windows or just Ubuntu?
When was the last time that you can hear some sound at 6% wile using the Bluetooth?
I really want to help here, please try this troubleshooting steps

I first noticed the problem within a couple of hours of turning my computer on for the first time. The problem is in windows, the ubuntu stick was a troubleshooting step (if the problem persisted in ubuntu, a driver/OS issue would be unlikly).
