My Lenovo Flex15 has just stopped turning on. Initially, I thought it was the power cord but even a new one has the same result. How do I get Lenovo support to help fix this issue (my laptop is out of warranty unfortunately)? All I really need is to be able to backup the data on the laptop's harddrive.

Welcome to the Community Forums.
It would help to try the power system checkout guide (page 21) for probable power issue.
If out of warranty repair to depot may not be available at the moment , you can have a cheaper repair option with Best Buy tech centers that has certified technicians that can get orders and costings done for you without you being charged with any laptop shipping fee,

That was very helpful. I'll try the self-help section and see if I can get the harddrive out with no trouble. If not, I'll just go with the Best Buy option.
