I've been given a Lenovo Ideapad 100S-11IBY.
It doesn't boot and the drive is empty, completey blank.
I've tried making Windows 7 and Windows 10 USB boot disks but they dont show in the boot manager, and I've disabled/enabled secure boot in the bios to rule that out too.
There must be a way to boot from a Windows disk to reinstall the OS

Hello and welcome,
The 100s-11IBY has a 32-bit UEFI-only BIOS. You must use UEFI-bootable 32-bit install media.
Windows 10 media is available in that format, but Win 7 - not that I know of, even with the UEFI mods.
