What Windows version are you currently using?
I would always be best that you back up your files.
Try starting your machine in safe mode to note differences in performance.
Run full security scan and hardware diagnostics for isolation of issue.
Try to apply clean boot on your start up and check if there is any difference.
Creating another administrator account and testing its boot would differentiate it from user account issues (your current account) against system software issue specially if hardware test showed all ok.
Update us how things go.

But for my pc the methods didn't work well. The issue was completely resolved after I upgraded my windows to 1703 build that is creator's update,
Truly speaking , the system performance is best than ever and I am completely satisfied with the product.
Before the upgrade the windows was taking nearly 4 minutes to get into a working state and the desktop icons were appearing slowly. Now after the upgrade the windows boots up into a fully functional state within 40 seconds and the desktop icons too appear instantly as the desktop appears.
