Well, the title says it.
You can't work with it while charging, it's frustrating.
Clean install of all drivers and updated + Edited Power-Plan. Nothing worked.

I managed to get the Notebook to 1,5 GhZ with the Windows Power Managment. Allthough I want to use the Turbo Boost which can be achieved too with Intel XTU, but the Notebook keeps going back to 1.5 GhZ which is really annoying and laggy.
I already know that the only solution to this problem is to deactivate this behavior on the BIOS, which suddenly isn't available for this model.
Conclusion: The 330s power throttles without a reason.

I have the same issue. 0,4 GHz while charging, everythings fine after its finished. I've installed the latest BIOS Update for 330s 15ikb and the power management driver as well, nothings's changed.
Can you please give an update if this issue will ever be fixed? Lenovo seems to have a history with Battery controller issues..

I think it's time to write a comment here.
I thought that this problem (when cpu is throttled to 400mhz) is kind of serious and I contacted the service center. After 3 weeks of repair and 3 times of motherboard replacements, engineers in service center decided to contact Chinese engineers of Lenovo. They said that it is totally normal behaviour of controller that makes CPU throttle to 400mhz because battery is charged withRapid-Charge technology with high voltage currency and that is why CPU must be throttled.
So, it's not a bug, it's feature, enjoy! And such as it is feature, I suppose it will never be fixed.

This actually 'worked' for me!
I've downloaded the Lenovo Vantage App (yikes) and disabled rapid charging. This seems to prevent throttling while charging.
