Would it prompt the message at a specific percentage (ex. 60% plugged in not charging)? This is expected for those that have set battery threshold as safe guard to prevent overcharging thus prolong battery life.
You may want to check operational charging status (page 22) to check if the notification was a misread value of the software or an actual charging.
I suggest to use the machine on battery only until the battery indicator goes amber and turn off the machine . While it is off, connect the charger without turning it on for 1-2 hours. We should expect the amber led to turn to white to verify charging on a machine level.
You may also directly call in tech support as they would also evaluate the machine and likewise provide service if there is actual hardware issue.

If your PC got the "Energy Management" software, disable the power saver mode and click the "Battery Guage Reset" button. It will surely enable the battery charging automatically to normal.
