I know that you can use the One Key button to change the fan setting to efficient thermal dissipation, but even then, my laptop still overheats and causes games to greatly drop in FPS. Is there another way to set the fan's RPM to be even faster (as fast as possible preferrably)? Either through a program or BOIS or whatever?

Your system is not that old so i'm not including dirt and dust with the exhaust.
Y570 BIOS upon checking, does not gives us any option for FAN speed control, I tried Installing a FAN control Software "speedfan" and it does not detect the Fans, due to BIOS restrictions.
Your system is equipped with Intel Turbo Boost, This will like Auto Overclock the CPU when it detects heavy load, Possibly when gaming causing too much heat.
Can we try to set your Maximum Proccesor state to 99% This will cut the Intel Turbo Boost from being triggered and let's check if this will impact the performance and the Temperature

I've tried a couple fan control software including the Thinkpad fan control software to control the fan but none of them works. However, you can disable Intel Turbo Boost while gaming so that the CPU won't hit 85-90 degrees Celsius and therefore won't throttle by chaning the maximum processor state to 99%. Another way to disable Turbo Boost is to use Throttlestop by Tech Inferno. The advantage of this over the power options method is that it bypasses Lenovo's BIOS CPU throttling when the CPU reaches 85-90 degrees. You can even use this to run your CPU to full Turbo all day, but make sure that you have sufficient cooling for this or else you'll encounter a thermal shutdown when the CPU reaches 100 degrees Celsius.
