Can you try and visit these settings,
Go to Control Panel to access the Date and Time Settings
> Check if your time Zone is Correct
> Click on the tab that says Internet Time / Click on Change settings and uncheck the sychronize with an internet server.
>>. If it isn't checked already, try checking it and making sure its set to time.windows.com
Change the time and restart, observe the system if it will change still.
