I recently did a test install of Windows 7 on my Ideapad 500-15ISK and had the same problem -- neither the USB2 nor USB3 sockets worked.  You can download the drivers for the Y700 from here:

One point to note: there is a separate download for the USB3 drivers, but not for the USB2 drivers.  For the latter, you need to download and install the drivers for the Intel Chipset (also available on that page).
