To get straight to the point, I have a Lenovo Y700-17ISK and it has a black screen when attempting to turn it on. The power button is lit, and the keyboard flashes once (keyboard turns off after flash) when initially pressing the power button. The only indication of it being on is the power button being lit. Hard Drive is not running, fans spins briefly (5-10 seconds), and the power button stays on. Is this motherboard failure? Thank in advance.

Based on your description , the machine doesn't show any display even the Lenovo screen would not show but with the power LED solid green/white .
Ths may be a no POST (power on self test) at the part when power needs to be checked on the display chipset but failed to complete . To confirm a no post , if that failed to respond when pressing the num lock and caps lock and same no led that turns on/off . If you connect it to external monitor to confirm a display issue vs. no post.
Initially check for your covered in warranty repair and call in tech support . Opening the chassis may void your warranty if the battery would be taken out for a power drain. Removing internal parts such as harddrive and RAM to isolate failure is not required for customers to perform and having those described is sufficient to have this further checked out. Powering the machine using the novo button may have the same affectation as a no post but may still worth a try,
