I am on windows 10 1709 stable version with full updates and latest nvdia driver i am getting like 80-90fps in cs go while gaming temp are like 85-90s range the fps slutters and drops to 30-40 fps and then after min or so again comes back to 80-90 fps this goes on
i7 4710hq 2.5ghz
8 gb ram
2 gb 860m gddr5

yes it is a heating issue, I had the same.
What is happening is when a certain temp is reached your lenovo y50-70 starts throttling the CPU
for it to cool down a bit then speeds up when it does.
My first recommendation is get a laptop cooing stand ( one where the fan actially blows at your vents)
Secondly, make sure your air path is clean - no gunk in the intakes or outlets (or fan if you want)
Thirdly google ideafan v1.5, it is not lenovo issued software but it addresses the heat issue a bit.
(set the fan to start spinning faster at 60C with the app, it will help)

for one with fans near the centre top. There is also one with adjutable fans.
I am not going to say one is better than the other, but I had no success with centre fan ones.
I got some fong-kong one with two fans, where the top fan blows over the y50's opening.
