Certainly not from Bios -- I'm 100% sure of this.
From "Lenovo Z710 Hardware Maintenance Manual, First Edition (August 2013)", page 27, Specifications, we have:
Hard disk drive SATA II / SATA III
Optical drive 9.5 mm tray-in Rambo/Blue Ray Rambo
So, nothing is said about the SATA generation in the manual.
Have you opened the laptop and read in the motherboard?

Hmm, indeed, you are right. When I fire up "Intel Rapid Storage Technology" application, I also get the same thing.
That's really a shame. No idea how Lenovo managed to reduce SATA 3 to SATA 2 on a chipset which is able to support SATA 3. Really a shame.

I hope someone could answer the question.
Is there te same problem if I put SSD in the caddy (leave hybrid HDD on stock place) and install second OS on int ? Will it give me the opportunity to chose which Windows I want to boot or I will get the same loop problem ?

You'll probably need to hit the F12 key while booting and select your boot device. I had 2 boot drives at one time, but not now.
F12 brings up the boot manager, and you should see both of your drives there.
