Progress! The OKR worked and I'm back to Windows 8.1, but now unsure how I should proceed to upgrade to Windows 10. I downloaded the tool to create Windows 10 installation media (MediaCreationTool1909.exe) and ran it to create a bootable USB. But when I ran that it said I don't have the media (HDD?) driver. I tried to find one by browsing the drivers on the D: drive but without success. Any guidance would be appreciated.

You can upgrade it to Windows 10 by:
You’ll see the Windows 10 upgrade is ready. Just click the “Get Started” button. Just to give you a heads up, it might fail on the first attempt but no worries, just try it again.
Once started, you'll get the familiar screen shown below that lets you know where the upgrade process is at. If it seems to hang or not respond, it's alright. Also note that your PC will restart a few times, just let it do its thing.
You'll be then moved to the Welcome Back screen and will be then asked to set the device again.

Thanks. The Setup process appeared to complete but then it said Getting Updates, Checking for Updates and reached 46% but has been stuck there for 3 hours. Do you think I should cancel and restart, or leave a while longer?

It's okay if it took some time than the usual, just make sure that the device is connected to its adapter/charger so that the battery won't get drained and for you to complete it successfully.
But if it really won't respond for a long period of time, just repeat the same process/procedure again.

Thanks for all your help. The Windows 10 upgrade went further than the first attempt but then backed-out changes, saying it couldn't complete. Windows 10 doesn't seem to be compatible with this laptopn so I'm going to leave it on Windows 8.1.
