After checking with my colleagues, I can confirm that the "hotspot" is a part of the setup process of the Smart Clock. It enables the user to connect to their device from the Home app and share / setup their secure network settings. Once the device is connected no one can access it unless they have access to that same secure network.

I'm not sure about the function of the wi-fi hotspots created by Smart Clock and I don't know if they can be turned off. I reached out to my colleagues for some help with this query. I will let you know as soon as I will have the answer.
The hotspot disappeared for me as soon as the clock was correctly configured and connected to the Internet, so I suspect that it's needed for the initial setup process.
