Hello jounin85 and welcome to community,
Kindly unplug all USB devices connected to the USB port then go to device manager and uninstall all USB drivers
Download the USB driver and install it.

I have the same problem where the usb 2.0's dont work but the 3.0 one works. I uninstalled the two generic usb ports and then reinstalled the driver you posted. It still doesn't work. Thanks for your help.

I have this problem: the USB 3.0 hub works well. I can connect everything to it and it will be recognized. But not being able to use the two usb 2.0 hubs is really bothering me, as I am a musician and need to connect several midi devices to the computer.
I have only had this computer for two days, so this can´t be a hardware problem. The Usb hubs seem to provide the usb devices I connect with energy, just not enough. I can´t seem to change the settings for this...any suggestions?

I have spoken to Microsoft regarding the USB Port Power error. It has nothing to do with the motherboard or the USB port itself (Lenovo's guess). MS believes it has to do with the power distribution from the battery itself. Just bad engineering. I performed a complete diagnostic scan tonight with no issues reported to include all diagnostic scans on the motherboard. I would recommed checking for system updates. My belief it has to do with how the battery functions . If you find out anything else let me know.
