Apologies for the troubles that you're having with the laptop's touchscreen. When was the last time that the machine works properly? Did you install any updates or software prior experiencing this problem?
Please try to reinstall the touch screen driver: Go to Device Manager > Human Interface Devices > HID-compliant touch screen. Right-click on it and select Uninstall device. Then restart your laptop. Windows will automatically reinstall the driver.
If same problem, please check if the touchscreen functionality of your laptop works outside Windows. To access the recovery environment, press and hold down the shift key then restart your laptop. Once you successfully accessed the recovery environment, try to test the touchscreen to select any options.
