My laptop is a YOGA300 11-IBR laptop. Only the screen off button works from the machine's tilt. USB is disabled in BIOS. So I can not use an external keyboard. Question: How can Bios turn on USB?

My problem is:
1. The tilt is not working (F9 is switched off only), the touchpad does not work.
2. USB is disabled in BIOS. So I can not communicate with the computer.
1. What should I do to communicate with a USB keyboard using the laptop?
2. What causes the problem that only the F9 tilting works with the other no, can it be improved or not.
