Lenovo display issue with white windows/backgrounds and webcam not working

Hello,

I have a YOGA 720-15IKB.  This is a 4K touch screen.  The touch itself works fine.  When I open any window with a white background, the area above that window shows kinda white foggy transparent area.  See the area above the notepad window in the image below.  It is the area above the application window only.  This happens with any windows that have a whitish color.  

 

My integrated webcam also stopped working.  I have tried uninstalling the integrated webcam, re-installed the drivers, removed the integrated camera device.  It is not locked or blocked by privacy settings.  It shows up in the device manager.  In Lenovo Vantage camera settings, it only shows a "black window" (camera privacy mode is off and from the keyboard camera is unlocked).  In Zoom, it refuses to use the camera.  Zoom settings keeps flashing the camera...as if it is not able to start the easycamera.
 

I have the latest drivers, windows updates installed.

Is this a hardware issue?  The laptop is only 2 years old...grrrr.  What should I replace to fix the problem?

Hm, that white background seems to be my issue but to a less degree. Try this: turn on night light and see if the white faded turns a type of red-yellow tone. If it does then yeah you have somthing similar to my C940 screen bug. Does temperature affects it by any chance?
