@xerces8 Thank you so much for pointing this out. I had no idea that using a different laptop charger causes this issue. I've been suffering for months. Now hopefully there's a way to get the speeds back to normal with the charger plugged in.

Not sure if this was already mentioned (it is a long thread), but this low CPU clock problem seems to be quite common and sometimes just unplugging the power supply and plugging it back solves the problem. See this thread: P53 CPU stuck at 0,78 GHz

It may be placebo but I believe I've unscientifically noticed a marked improvement with my Lenovo Yoga 3 11 performance when I updated from Throttlestop 9.2 to Throttlestop 9.3. During moderate/low load, the CPU seems to spend far more time running at a higher Ghz speed. :)
