Excact the same problem with an Ideapad 520s 80X2.
I replaced the laptop in the DOA period and the new one slows down thw same way i.e. when it is in sleep mode or in power off mode.
I suspect the bios update which I performed in both laptops immediately after setting up the windows.
Lenovo has something to do with this bug.

Glad to know that I'm not the only one experiencing this problem. Unfortunately I returned the 2nd laptop, and now I can no longer perform any more test regarding this subject.

Hi there, I have the same issue with my Yoga 520, does using the older bios have an impact on the functionality of your ideapad? I'm wondering if the pro's outweigh the cons - having a slow clock is very annoying but is the newer bios better?

A newer bios (V 2.12 13 Dec 2018) fixes the clock delay . I have flashed it and everything works fine.
You can download it from lenovo support yoga 520 page (bios uefi)
