Hi dagroomer! Thanks for posting in our community.
Could you please go to device manager?
Expand Human Interface Devices then check if you see the driver for touchscreen.
If yes, please right click then uninstall.
Restart the laptop after then check if it's working.

Hey there, dagroomer!
Please try using the Lenovo vantage app https://support.lenovo.com/us/en/solutions/ht505081?CID=ww:lenovosocial:20x9m6 and check for a system update, then install them all. After that, restart the laptop and check the touchscreen again. Let us know how it goes.

Try to test if the touchscreen will work on the recovery environment to isolate the issue.
Press and hold shift key + restart until you see the recovery environment. Try to choose an option by using the touchscreen and see if it will work.

Probably a problem with the digitizer screen or cable which is hardware. If in-warranty please call: https://pcsupport.lenovo.com/us/en/SupportPhoneList (filtery by country) for a repair ticket.
