bought 21.11.2019 new machine and can confirm that this is still an issue.
tryin now all the old drivers and new, hope to find easie solution.
I have a Lenovo Yoga 730-13iwl with the same problem.
To me now helped this command:
NETSH INT IP RESET C:\RESTLOG.TXT
