I had a similar issue which was my own fault. I ended up knocking my laptop off of a table while it was plugged in and it fell on it's side that has the power connecter. The only way I was able to fully reslove my charging issue was to get a flat head screw driver, wrap the end, and then use that to flatten out the power connector in order to straigten it out.
If the usb power connector is bent or doesn't fully line up when you plug in the charging cable then it may not charge. I don't if this will help you since you mentioned your connector is loose, but it may help.
