I am having the same issue. Only solution is disable a sim. otherwise just exchange the mobile. i am not buying any moto mobiles from now on and not suggesting it to others. Lenovo just spoiled the mobile.

Mr. Rich, this is not the time to follow up! Its long gone. You and your team must be fired, being so incompetent.
Guys this company is going in dooms. My wife too has a Moto g5s, recently after updating to Android Oreo, she is facing issue while using Wifi. Please switch to other mobile phones. These people have turned worthless.
By the way, I am posting this from my new MI Redmi Note 5 Pro, its awesome 😁
Flipkart gave me ₹2350 for that useless phone on exchange.

After long time the solution is Not provided by Motorola. So It's seems like that the Bug is Intentionally pushed in July 2018 update.
So I think it will be better to go to Consumer Court instead of posting Problem here.
