I'm not sure what you did, but to set up tethering:
go to settings -> Wireless networks - more -> Tethering & portable hotspot
check the wifi hotspot box
click the setup wifi hotspot
enter a SSID, WPA2 PSK security and pw, save
on your laptop, connect the wifi to the SSID/PW you entered on the phone.
keep in mind, tethering to a laptop will use a lot of data and depending on your data plan, you can go over the limit very quickly. also, data speeds will probably be lower than on wifi, so the laptop will not be as fast (especially streaming music/videos).

Yes I have done all the step you said
(I have used tethering in all my previous phones)
the notebook connect to moto G but the data plan is not shared
I have done a ping to the ip of the phone and it's ok
but a ping to 18.104.22.168 (or any address in internet) it fail
it's a moto g with android 4.4.2 (kit kat)

do you have tethering enabled on your Mobile data plan? not all plans allow tethering even if the phone does. when you pull up a web page are you redirected to the carrier's website?

can you add the command ,DUN for me in the APN of the phone?
Settings--> more--> mobile networks--> access point names--> tap on the appropriate APN--> go down to APN type--> add ,DUN without any empty space.
Does that work? Let me know!

I had APN type: default
I tried with DUN but it doesn't work
then I leave empty the APN type
and now it works

Very weird thing. I always use WiFi hotspot with same settings in my other mobile devices connected to data plan: Galaxy Note I, Galaxy Europa, Galaxy Note 10, Galaxy Note 8. All of them, Samsung. My first Motorola is XT1069 and for 2 weeks worked fine. Two days ago my hotspot suddenly stopped.
This trick done the job. Emptying the type solved my problem. Good tip.
