2013 Moto X - how to un-lock bootloader?

Just received the second replacement from Motorola to replace my original Developer Edition Moto-X that I had easily unlocked a year ago.  The first replacement would not even get past the first step in unlocking and now this second one, the same thing.



The command: fastboot oem get_unlock_data  returns with something to the effect "can't get unlock data". 



Motorola claims that both replacement phones are the same type (Dev Ed), but I don't know.  My original phone had Android 4.4 and the replacements both have 5.1.   Is that the problem?  Is there a command to confirm that phone is unlockable and that it it the Developer Edition?

Moved to developer forums. I have seen a few others have this issue, but not sure why. Even if you had a carrier device not unlockable, the command should still work. 



Does adb devices show your phone? Do you have USB Debugging on?

USB Debugging is turned on.   ADB devices didn't show anything but I know phone is connected as I can issue other commands and it responds.   Also, the CID is 0X00



I'm thinking the inability to get a response back from the command has something to do with the newer OS that's flashed on the phone compared to what I had originally with my old phone (4.4).

I doubt it is related to OS. My AT&T moto X will return the information from this command and it has 5.1.

Based on my research, anything with a cid of 0x00 should be unlockable, but I can't get the phone to give me any code! Can anyone help?

3rd Phone from Motorola and not Unlockable even though CID is 0X00.   I guess they don't want anyone to have developer options anymore so your lucky if you have it when you first bought it, but If you go through motorola service, they Take away that option!

No, there is no conspiracy. If you got a replacement from Motorola and you are getting any error (Can't get unlock data) then the phone may have been flashed at the factory incorrectly. It has to be replaced with another Dev Edition phone.
