Unable to Unlock Bootloader

I have a replacement phone, I'm getting the cannot be unlocked message. Can you help get it resolved?

Nothing else.... allow 48 hours or so, and watch email spam and other folders.

I have a 2014 Verizon Moto X that I have been unable to unlock the bootloader. I get the message that it does not qualify for bootloader unlocking.

Here is the fastboot oem get_unlock_data.

Try again using this data and the "data scrub tool" above the input box - it works fine for me.
