OEM unlock grayed out - trying to restore to stock

Trying to restore stock image to my Moto X4 on Fi. I flashed successfully a couple times but in trying to get rid of the verity check may have at some point re-locked the bootloader. Now I can't get it to unlock--I use the standard unlock method from the Motorola unlock key generator but always have "OEM Unlock" greyed out in Developer options.

 

I have tried setting different active partitions, sideloading blur through recovery, everything seems to come back to needing to fix this problem first.

 

Any help would be greatly appreciated.

Moved to a new thread as unrelated to getting an unlock code

 

As i poked around, i saw a thread with a Pixel phone with grayed out oem unlock option - that user said XDA link worked for him

Others say a factory reset restored the OEM unlock setting
