Noon CMAS test alerts; check for updates fails.

My Motorola Citrus has been getting noon CMAS test alerts periodically, for months.  The sound is remarkably scary!  It seems I can't turn them off.  At least they're not frequent.

The instructions at http://support.verizonwireless.com/clc/devices/knowledge_base.html?id=49039 are not helpful; they're only for real (not test) alerts.

http://support.verizonwireless.com/clc/faqs/Wireless%20Service/emergency_alerts_faq.html says

5.    Why did I receive a test Wireless Emergency Alert?

Participating carriers are required to support monthly test alerts of the Integrated Public Alert and Warning System (IPAWS) system. Only specific persons within the carrier’s network employees, or within specific emergency response agencies should receive these alerts.

If you are receiving test alerts, we thank you for your patience. The manufacturer of your device will soon release a silent, over the air fix to prevent further receipt of test alerts.

I check for system updates, and get a "Check for update was not available at this time. Try again later." message.

I have System version Moto_Version.0.58.20.WX445.Verizon.en.US

I'm on Verizon MVNO Page Plus.

How can I stop getting the alerts?  Is my phone software up to date?
