I have exatly the same problem. My provider is Coop Voce. Coop Voce call center reports this as a known problem for some Moto devices.
Is Lenovo/Motorola going to fix this problem soon or should I forever ban this brand and discourge any friend or known person to buy Motorola/Lenovo products due to a very poor support? This thread is open since too much time without any real support.

I have the same problem. My data roaming is not working abroad and all my APN settings are going back to the original after I change it.
Have you solved this issue before?
The mobile provider is Tesco Mobile.
