VPN permissions not accepted

I am having trouble adding a VPN to my phone. While trying to set app permissions such as allowing the VPN to change my internet connection, I cannot press "ok". It seems like it isn't registering my taps, but I know it is because when I tap "cancel" it denies the permission. Any idea to fix this?

I am trying to use a ad blocker app that uses a local VPN. But I cannot accept the request.

Thank you for the link, though it did not help with my issue, I was able to learn more about a VPN works. My issue is that when in app that requests VPN usage, I cannot accept the prompt (it is like it doesn't register my taps).

Thanks for try have you tried testing another related app and see if it would do the same? Also, Please update your profile with current phone, carrier and serial number -- this will help me investigate. Please make sure that the options under Settings > Motorola Privacy are on as well.
