settings>wireless&network/more>cellular networks> preferred network type>3g
after ALL other motorola troubleshooting (hard reset/wiping caches/calibrating battery/safe mode/factory reset) didn't help, that fixed it.
problems are gone, and well, so is 4g.
Even though i have full bars on 4g the only strong 4G signal in my area is on 800mhz (lte band 20) which moto g4 play doesn't seem to support.
That is a little troublesome since it's the main lte band in rural france. maybe i'll have to send back the otherwise fairly good phone...

I had the same problem but i found one solution...So you can also try this may be this will work for you...too.
1: Open settings
3: Open the menu button
4: Reset app preferences
This trick worked for me I hope this also work for you...
