Moto G4 16GB Dual SIM - problem using SIP account

I have set up a SIP account and it works fine as long as Wi-fi is running.

 

I have two sims installed and have set sim1 as the preffered one for data.

 

However, whatever sip account I set up, next to the account is shows 'SIM2' and basically I cannot received or send calls.  I  assume the SIM2 means that it is using SIM2 for data.

 

The phone shows 'receiving calls' as if it is registered, but the switchboard is showing the extension as Unreachable.

What happens if you set sim 2 for data?

Sim two does not have data at the moment - it is a foreign sim without roaming.

I will swap sim 1 and 2 and see what happens.
