Not able to receive text messages on Moto G4 Plus - or delay with receving

Provider: RingPlus

I am unable to receive text messages or they come with significant delay. Sending both text and MMS works fine and my friends get my messages right away. However, receving is hit or miss-- sometimes they come with 5 minute delay, sometimes 4h, or many times they don't come at all. I tried Textra and it did not work either. I do have text and MMS enabled at my carrier.

I tried resetting carrier data, doing automatic PRL update, doing hard reset as well.

Can you advice how do I edit MMSC URL on Moto G4 Plus? This is the only option I'm unable to find anywhere from advice on these threads.

I tried below information and that settings is nowhere as an option:


Most Android phones
Dial # # 3282 # (if you have a Nexus device dial ##3282##)
From here, common paths to the mms url are:
Edit > Enter [MSL] > MMSC > MMSC URL > Enter http://mms.plspictures.com3 or http://mms.sprintpcs.com3 > OK > Tap the back key until you are back at the home screen
Edit > Enter [MSL] > Advanced > MMSC Setting > MMSC > Enter http://mms.plspictures.com3 orhttp://mms.sprintpcs.com3 > Save > Tap the back key until you are back at the home screen
MMS > Edit > Enter [MSL] > Set URL > Enter http://mms.plspictures.com3 or http://mms.sprintpcs.com3 > OK/Save > Tap back key once and phone will restart
Once you've entered the new mms url and saved it, if the phone doesn't reboot on its own, restart it.
