Rich, any update?  I just spent a half-hour sitting in the car trying to connect with the dashcam. But the same problem persists.

OK Final word on this.  A few days ago I downloaded and installed the latest Lenovo update and it appears to have solved the problem. I can now connect with my dash-cam. I don't know what caused the original issue, or how the update fixed it. But it did.
