NOTE : I only got 4 strings instead of the usual 5. I'm not sure if this has anything to do with the issue.

I used the data scrub tool @ https://motorola-global-portal.custhelp.com/app/standalone/bootloader/unlock-your-device-b to get the below value :

I pasted it in the same link to verify if the device is unlockable where I got the popup : Your device does not qualify for bootloader unlocking.

NOTE : I tried formatting the data manually, i.e., w/o using the scrub tool, still got the same popup.

I go to the end of the page, click on I agree, even scroll the whole Terms & Agreements but, I still don't see the "REQUEST UNLOCK KEY" button.

The phone was bought in India in Feb 2017.
