Function is still there.

Just touch and hold a window and you will see it in action, provided that the app supports it.

DrAnkit is correct, it depends on the app if it supports it. 

 

You can tap the square overview button at the bottom right. Then you will notice a message at the top that says: "Touch and hold a window, then drag here to use split screen." When you push down on a window below and drag it at the top, that will be the app at the top of the split screen. And then you can select the bottom app to use in the split screen afterward.
