the text on both methods display "factory reset" but they are not the same. If you're doing the factory reset from a screen that looks like an old DOS prompt then that's the one that will fix everything for you. The method from the android settings menu does not fix anything.

Never realised there was a difference, what's the science behind that? Might try that today

I am somewhat in disbelief after reading some of these posts here. Are some of you under the impression that you can do a full factory reset from within Android? They have countless how to videos when you hold the volume down button and press the power button on youtube. Go into recovery mode and perform a factory reset. If you want to be cautious, pull your sim and any MicroSD card before you do a full factory reset wipe. Then reinsert those after it reboots. I am not certain the MicroSD card can be used without wiping after a factory reset.

I did the factory reset with the power buttons a few weeks ago. Everything but the screen brightness is back to normal. It took a while resetting passwords but all is ok now. This morning I recieved notification for a pie update patch  PPS29 118 15-11. Could this screw up the now running properly Android 9?

Strange. I was worried about the same thing. But no problems on my end after the August update.

I downloaded and installed the update today. Yes, my phone is acting better. HOWEVER, there are still lags and freezes. I've noticed that the freezes are not as long. I just encountered a lag writing this post. Motorola seems to be on the right track, but my phone is still not working in the seamless manner it did before installing Pie. Half fixes in the end are not fixes at all. I have no intention of letting this go until one of 3 things happens. 1. My phone is repaired WITHOUT me having to go give up my only outlet to the outside world, i.e. by download etc, or 2. My full purchase amount is refunded to me, or 3. My phone is swapped for a Motorola G7. Notice that at this time I am trying to keep my faith in Motorola / Lenovo. Continued faith depends on how Motorola acts to solve all of the problems for all users encountering this issue.

You should do the recovery mode factory reset. You won't have anymore lags. I posted detailed instructions a couple pages back

My phone is noticably better but I still have lags and freezes. I've never had a phone to do that and it's created more problems than I can list.
