Notification tray(quick settings),Home button and recent apps not working

My storage became full and all of a sudden my phone restarted.I was unable to drag the notification tray.Home and recent apps button stopped working. There's a option for factory reset to solve this problem but i don't wanna opt for that.Please suggest me Solution to the problem.

You can try clearing cache partition to free up space, or maybe in safe mode you can delete some things. Not much else to do if you cant interact with phone. Maybe plug into a pc and get to files that way?

I have a very similar issue. Nova Laucher app didnt help. How did you fix it? I went through 8 of 9 Motorola fix suggestions, including clearing the partition.  Last step is data/factory reset. Hate to do that without trying everything else first.
