What is SIM Toolkit app?

People have posted about this on other Motorola and Android forums, but no definitive answers, even when the forum moderator commented about looking into it. It popped up on my phone recently, and I'm not sure where it came from, or what it does.

It reads the SIM ICCID + MCC/MNC and provides it to the system, which then reports it to your carrier network for provisioning.  It's a necessity.

 

In previous carrier locked phones, it acted as a SIM lock by having a matched ICCID and MCC/MNC lock as well.  Most didn't use the matched ICCID because it caused issues if a customer needed a new SIM, so most just used MCC/MNC to lock by carrier identification which is programmed in the SIM card.  

 

Sprint is one of the few that may match ICCIDs (in Sprint locked phones) because they don't usually replace SIM cards, and it's a HUGE hassle to even get one.

It provides carrier functinality if your SIM & Carrier support it. Things like money/credit transfer, enabling disabling roaming etc...
