Moto Z2 Force bootloader unlock

Hi there. I purchased a Moto Z2 Force through Motorola's web site and would like to put Android 9 Pie on it. I've been told by AT&T that it can be unlocked, but when I enter the unlock key in the Motorola portal, it claims that it's not eligible. Nothing was said prior to purchase/use of the phone about it being incapable of being unlocked. I'd really just like to get a working unlock code for it, as I've been waiting weeks for what was supposed to be a 2-day max turnaround time. Can you please help?

You can't unlock the bootloader for at&t or verizon models.

There's also a difference between being SIM unlocked and bootloader unlocked. Yes, AT&T can provide a code once it is entirely paid for which will SIM unlock the phone, but to put Pie on it you need it bootloader unlocked (and probably SIM unlocked also b/c you probably won't find an AT&T Pie slam for this device); the prior poster is correct that AT&T doesn't allow Moto to issue bootloader unlock codes for their branded devices.
