You need to request an unlock through T-Mobile. If you don't meet their requirements they will not unlock it. Then your friend will have to request it. If he doesn't then it will not be unlocked.

Right now Tmo has a 40 day policy on unlocking.  I cant unlock mine for another couple of weeks.

40 days for post paid accounts.

If you are a prepaid customer you can bypass that, BUT <-- huge you have to have put in $100 into the prepaid account for every device you want to unlock (up to 2 per year).

If you were never  a customer you have 2 options.  Postpaid or prepaid.  They will not unlock it.  You can say you bought it from someone else that meets the requirements, but that is them and not you sadly.  :)

I find it.odd that a postpaid customer that paid in full for phone has to wait - but that is what they do.

Well if you are a "new" customer that 40 days applies from what I have noticed and experienced.  My account is from the days of VoiceSteam yes I am that old...  I have been able to unlock phones roughly days after purchasing it.  Others have done it as well.  So unless the changed their policy or didn't update their policy I guess it'll be hit or miss.

Yeah I switched 6 months ago, so sort of new.

If you device is paid off you should be able to unlock it then.  I think T-Mobile does need to work on their policy better to cause less confusions.

The on phone unlock tool fails. I was going to wait the 40 days and test the phone app.

You have to call it in last I remember.  I called in when I unlocked my S7 Edge for my wife.  I only had that phone for 2 days.
