I've tried unlocking, loading the app, everything. From what I read the phone just needs to be awake, whatever that means.

The permissions are in place.  The NFC icon stays on no matter what I do.  I don't know if I need to hold the phone in place for a certain length of time?  From what I learnt sending a photo to my old phone the beam seems to come from the top, where the camera is located.  Perhaps I just need to try holding it in place longer.

You should never have to load the app.  All I do it unlock the phone and hold it a couple inches above the terminal.  Works every time.  Usually takes about 2-3 seconds for the blue check mark comes up.

Also, have you tried doing a hard reset?  That will usually fix issues like this.  Just unlock the phone and hold down the powerbutton till it reboots.

I find myself doing this fairly regularly as the bluetooth is temperamental.  With both my car and headphones the music/podcast are playing, but no sound comes out.  Reboot, and it magically starts working properly.  A real pain.

Since the common solutions aren't working...  I reccomend you contact Google Pay support. 

 

Do it from the app on your phone, as it gives you the call option.  I called them when I was having trouble setting it up at first, and they offered great support.  I got someone that actually knew what they were doing, and wasn't reading from pre-written support scripts.

For me Google Pay didn't work at first because my SIM had registered its built-in payment system UICC as the default payment provider.

 

Under Mobile Payments (somewhere buried in Settings) you need to make Google Pay the default payment.

 

Then it should work.

 

Regarding placement of the NFC sensor I think it's near the back camera.

If you have any NFC enabled cards (no matter if banking card, public transport card or ID), hold them near the top left edge of the phone (doesn't matter if front or back). If NFC is working correctly you'll at least feel a vibration. That tells you that your phone found an NFC chip. If that works it's a problem with set-up. If not, your NFC is not working and it might be a software or hardware issue.
