To change the phone to 64bit, would require format of storage, causing data loss, similar to a factory reset.
This is the hangup, and the delay. Any updates need to be 32bit for smooth upgrades.

File system is not related to OS achitecture. You can switch from 32 to 64 without wipe fata partition

On the Motorola website and many other review sites it says that the Moto z2 play can be updated to android pie but I am unable to do so.

It can be once Moto releases that. But yes seem to not even have started to recruit beta testers, so I doubt you'll be able in the next couple of months

Software support for Z2 Play is as dead as it gets.
Promise (August 2018):
"Fresh out of the oven, we’re excited to share that Android™ 9.0 Pie (Android P) is on its way to a Motorola smartphone near you."
Reality (March 2019):
"Android 8.0.0 Security - Patch Dec 1st 2018"

At least you have a December patch, I'm still on October. You are the first one I hear receiving it. On the Moto support sites you can find December and even February patch, but I didn't hear that someone actually received it.
But that nothing has happened yet is typical. The first Z play on 7.0 got it's last patch around October or November 2017.
In December the beta testers got selected, sometime around February it got the next patch and beta builds started rolling out and around late april 8.0 was actually released, weeks after the first development built of P was released. So yes, it's typical to get no updates in the month before and after New year
