When my Z2 play connects to the car Bluetooth it opens the voice channel as if there is a call. Every time I have to manually hand up this phantom call. I have tried to switch off the voice commands but the issue persists.

I have VW Passat 2017 and 2015 Hyundai Santa Fe. Both of them act in the same way. Have tried deleting from both car and phone. Pairing again. Same situation.
I think it might be something related to voice commands.

So the phone shows a call in progress and you have to end it?
What does call history show?
have you tried safe mode? To reboot into safe mode, tap the power button until you see power off on screen. Then tap and hold power off (on screen) and a new menu will appear to reboot into safe mode.

I haven't tried safe mode.
There is nothing in the call history. The call is only on the car blue tooth.
So the car says a call is in progress and you have to hit the hang up button on the car? And this happens on 2 cars?

Yap. Just factory wiped the phone. Don't know if this will help. Two cars act the same way.
My first suspicion is some app - i have not heard of this on one car, and the fact that your phone does it with 2 cars implies some app is launching this behavior - so i suggested safe mode.
If you reset, test before restoring or installing any apps.

Actually the factory reset didn't help. The issue presispe.
Furthermore when I use the volume control during a call it adjusts the Bluetooth volume even with Bluetooth switched off. This when I am NOT connected to any Bluetooth device. To adjust the actual volume of the call have to switch to loudspeaker and back to headset. Only than I can change the phone call volume.
I guess it might be a HW issue.
