If I had to guess I'd say it does that because with secure start up enabled its not allowing android to boot fully. So once you enter your pin it boots again to load android properly.

With no thanks selected the device will boot up then prompt you for your pin if enabled. Secure start up is just an extra layer of protection that won't allow the phone to fully boot and basically rendering the phone useless unless the correct credentials are supplied.

So with No thanks selected you still get prompted for a PIN (if set). Good. But, if that's the case, and the device is essentially PIN-locked with that setting set that way, what purpose is served by the additional setting?

 

Not trying to be dense, just seems redundant unless something else entirely is at play here. And again, I only see this on this Moto Z, not my other device also at 6.0.1, albeit a different OEM-skinned version.

I believe secure start up prevents someone from factory resetting and wiping the device gaining access.
