Phone is currently not stuck in boot mode...
I contacted the Bell service center and, while they agree my lack of updates sounds like an issue (now, after about 10 months of me telling them that), they say it is now out of Moto warranty (4 months ago). They would have to send it to their repair facility in Ontario to have it diagnosed in 2 weeks, then let me know how much I would have to pay for a fix. That's definitely not an option for me. I'd rather pay out my contract when I can and go with another provider.

Alright. I understand it looks like the phone needs to be reflashed. It could be an issue with the hardware, I can't tell for sure. I would also recommend doing sending the phone for repair.
