I had same issue and was using an external battery linked to phone just to keep it alive.  Finally found a shop that repaired phones and had a new battery installed.  Works like new.  Shop owner warned me NOT to use these phone charging batteries but only use the supplied wall charger. He said that these portable power packs are too powerful and eventually will kill the phone battery. Now I only charg my Moto Z with its supplied charger and the new battery is working well.  Only cost me $95 Canadian installed!  Far less than my buy out anda new phone.

This a problem that they have had for a while now.  I'm on my second Moto z, both have had the same problem at about a year into it.  

   My next phone won't be a Moto, since they refuse to fix the issue, and keep treating it like a software issue when it is obviously a hardware issue.

  It's a shame really, because other than a really bad battery the phones are great.
